WHAT AB 1572 MEANS FOR YOUR PROPERTY
California’s AB 1572 phases in restrictions on using potable water to irrigate nonfunctional turf on certain public, commercial, industrial, institutional, and HOA properties.
The restrictions apply to commercial, industrial, and institutional properties beginning January 1, 2028, and to common areas managed by homeowners associations beginning January 1, 2029.
The law does not prohibit every lawn or automatically require every grass area to be removed. An important first step is determining which areas are functional, which are primarily decorative, how they are irrigated, and what transition approach makes sense for the property.
Local water suppliers may have different rebate programs, procedures, and enforcement practices. Property-specific requirements should be confirmed before the board makes formal decisions.

WHY HOA LANDSCAPE TRANSITIONS BECOME COMPLICATED
An AB 1572 transition affects more than plants. Boards must coordinate legal requirements, community expectations, irrigation changes, tree protection, available rebates, long-term maintenance, project phasing, and contractor bids.
